Panteia offers a full range of services in policy research & consultancy and marketing research. Our units are staffed by specialists focusing on specific fields of research. This ensures the maximum efficiency and effectiveness of our services. Panteia is a holding company with five policy research offices, one market research office and one policy consultancy office. All our business units act as partners for national governments, provincial governments, local councils, the European Commission, national and international organisations, trade associations and the business world in general.
On 1 January 2011, the operating companies of the Panteia holding company merged into Panteia BV. As a result, all current rights and/or obligations, including all contracts, have been passed to Panteia BV by operation of law. The operating companies will continue their business operations under their current trade names as business units of Panteia BV.
The business units that constitute Panteia are:
- Panteia/EIM Business & Policy Research, which carries out economic policy research mainly in the business sector
- Panteia/Research voor Beleid, which conducts policy research for the public sector
- Panteia/NEA, which specialises in research, training and consultancy in the fields of transport, infrastructure and logistics
- Panteia/Stratus, which is a full-service bureau for market research, data collection and benchmarking
- Panteia/IOO, which is dedicated to efficiency research for the public sector
- Panteia/Consult, which specialises in policy development and implementation
- Panteia/IPM, which is a research-based consultancy company
Panteia unites research, consultancy and training. Our subsidiaries employ more than 200 highly qualified professionals covering all relevant disciplines. Panteia carries out qualitative and quantitative research in all social and economic fields. Panteia/EIM Business & Policy Research
Panteia/EIM Business & Policy Research carries out economic policy research for governments, policy institutions and trade associations with special emphasis on enterprise issues. Panteia/EIM generates knowledge about businesses and business processes to facilitate policy decisions. The bridging function that Panteia/EIM fulfils between business and policy making is spread over a wide range of knowledge fields: entrepreneurship, small and medium-sized enterprises, business development, internationalisation, administrative burdens, trades and industries, innovation and ICT, competition, sustainability, care and safety, the labour market and education and enduring entrepreneurship. Panteia/EIM executes assignments for national and international clients and is the founder and leading partner of the European Network for Social and Economic Research (ENSR). Bureaus in thirty-one countries are involved in this network. Panteia/EIM has an office in Brussels to strengthen this international network and facilitate contacts with the European Commission.
Panteia/Research voor Beleid
The core activity of Panteia/Research voor Beleid (Institute for Policy Research) is to carry out research for the public sector. Panteia/Research voor Beleid conducts studies for ministries, regional and local governments, non-profit organizations, the European Commission and other international clients. Its expertise is focused mainly on labour market issues, education, healthcare and welfare and public management. Panteia/Research voor Beleid’s broad specialism proves its strength particularly in inter-disciplinary issues involving various departments and government institutions. Panteia/Research voor Beleid is well-known for its proficiency at evaluating policy making and policy implementation. Through its publications the institute contributes to describing and developing policy evaluation methods. Panteia/NEA
Panteia/NEA is an institute that specializes in applied research, research-based consultancy and training for national and international businesses and governments. Panteia/NEA has three joint ventures, namely in China, Turkey and Kazakhstan. The work of Panteia/NEA covers all transport modalities, both with regard to passengers and freight.

Panteia/IOO (The Institute for Research on Public Expenditure) specializes in research for and into the public sector. The emphasis is on issues of efficiency, budgeting and effectiveness. Panteia/IOO carries out these studies for all government policy fields, providing a significant contribution towards efficient and effective policies. Panteia/IOO works together with other specialist bureaus. Its activities range from the development of performance indicators, policy evaluations, estimation and distribution models, benchmarking to setting standards of expenditures. Such research is carried out for national, provincial and local governments.
Panteia/Consult
Panteia/Consult is a consultancy bureau for policy development and effective policy implementation. It is a research-based consultancy bureau for policymakers working for the government and for strategy developers within the business world. Panteia/Consult provides advice tailored to the situation on the ground. The bureau is active in all of Panteia’s fields of work. The services offered consist of a combination of policy development, strategic consultancy, social project development, implementation guidance, project management and process management.
